Well 42% of people living in NYS live in that 10% of NYS.

Edit - And I'm pretty sure NYC is well under 5% of NYS.

Edit #2 - Doing quick math, I think NYC makes up for 0.9% of NY. I think I made a mistake.

Edit #3 - Instead of doing math myself, since Wikipedia gives the numbers, NYC has a population density of 27,243/sq mi. NYS overall has 412/sq mi.
