Who said anything about a 14 team league in strictly traditional markets?
And why exactly are the players not playing right now? The owners can't afford to pay them, what they have been willing to pay them in the past.
The owners need more revenue (lucrative markets), or reduce costs (pay players less, get out of major money losing markets)
