Why dont we just simplify it and say NO ONE makes an offer to a top talented FA till July 4th or something. If you can't sign your guys in the re-sign phase and the july 1 phase it should be fair game.
specially to some ppl not in the playoffs late they should already be preparing for the re-sign phase well in anticipation.
