That was the right call. You can't tackle a player who doesn't have the ball. in Howard's defence, d-linemen are conditioned to hit the QB or stop him so that's why he did it as it was instinctive and the play was unusual as the QB was fumbling around trying to get the ball. If there were tons of players around sometimes it gets overlooked.
