why not statehood though? there are 25% more PRs living on the continent than there are on the island. I served in the army with more than a few. Samoa ever going to join the party?
From the little bit I was looking up on the process last night, I believe it's still a requirement to have a population of 60,000. American Samoa only has 55,000 people as of 2010. The US Virgin Islands meet the population minimum, but considering their tourist driven economy, I would be surprised if there were ever any momentum there to become a state.
