With that said, I think that Toronto is more of an NHL city. We've had trouble putting people in the seats at Ricoh (though the Marlies have been pretty poor up until recently). It looks like the undying loyalty for hockey does not extend past the Leafs.
I think the losing culture is at least, a partial factor. As you said, the Marlies have been lackluster until recently. And we all know the endless Leaf woes. That is bound to have an impact on people's overall interest. I know when Vancouver lost to Boston, it was difficult to get back into the game again. High expectations met with disappointment is never good.

When the Leafs are playoff bound. It may up the excitement all around.
