It all really depends on whether Magnolia Pictures is even willing to campaign for A Royal Affair. The Oscars are many things, including a grand pageant.
Although I would be surprised to see it get a best picture nomination based on the Academy's incredible bias towards english language movies, you would have to think A Royal Affair would make the rounds for Art Direction and Costume Design and at least be seen by most of the voters.
