That is such a small issue in this lockout. Probably 4th rung down the ladder.
Also, it's kind of hard for you to pin the circumvention on the players agents when the teams hire guys specifically to figure out how to get around the CBA.

Both are guilty , you can't pin this on anyone side or person.
They are both trying to game the system.
