It's extremely rare for 3.5-star guys to hit the high-80s, but it does happen. I'm not really sure 99 OVR is possible as the highest I've seen is 98 (Crosby somehow got there). Actually, anything over 89 is pretty damn rare.

I've had 3 people get to 96 (all 5 star green guys) First was Damien Ketlo who the game made him randomly good for some reason and the other two are players i created to see how high i could get their overall.
