The problem isn't the import rule (or, at least, not as much as people claim) - it's poor development in Canada.

i can agree with that as well. Everything should be on the table and upon to review and changes made.

The best part of Hockey in Canada is that we all can recognize where there are shortcomings and regardless of the root causes we all know what needs to be improved upon... This is one area I won't criticize HC, as they are aware of it and are trying to address may take years before we see any tangible results. Just like the changes that were implemented in 1998 took 4-5 years before we saw the results.
