There is a draft lottery so finishing dead last is no guarantee that a team will draft first overall. And there are 2-3 guys who were picked first overall in the draft who never played a game in the NHL. Based on those facts how does tanking make any sense?

Because first overall almost guarentees you a star. Finishing last guarentees you a top 2 pick and in the "new nhl" having a star on an ELC is huge
