I thought it was revised because originally the OA was brought in to allow previous OHL players to extend their junior career. Then when Mike VanRyn incident happened, I thought they had to have previous OHL playing time. (but like I said...you could very well be correct, since these players are on the list)

That may be partially correct too. I know at the time there was chatter from the CHL's side that they felt it was unfair to kids who had given their service to the league to be pushed out of their OA year by outsiders.
I do, however, think the NHL was also complicit in the actual rule change in order to protect their own interests in regards to retaining players' rights.
