It's not that simple. If you openly shop a player then you run the risk of screwing yourself over. Gillis certainly isn't getting full value for Luongo.

If you openly shop a player, then you're playing poker with your cards face-up. You'd better have a damn good hand or else everyone will know you're bluffing.

Plus the other GMs can talk and figure out who is offering what, and make sure no one sticks their neck out with an albatross offer.

A GM like Burke has guys scouting every organization all the time. He knows who he wants to tailor a trade for and he'll make a trade that offers both clubs an asset that they need.
