Depends on how you view sport. Are you focussed on this season, the next or long term. Is it more noble to attempt to compete year after year with mediocre results? Or is it more noble to be honest with self assessment and go through the pain of starting fresh.

People assume that purging and drafting is an easy road. It's not. It's hard on the fans, management and players who desperately want to win. Even if you do draft high for a number of years, that still doesn't guarantee you anything. Just look at the Islanders.

However, I'd rather go through what the Oilers have the past 3 years than the Leafs and their false hope.
