It's extremely rare for 3.5-star guys to hit the high-80s, but it does happen. I'm not really sure 99 OVR is possible as the highest I've seen is 98 (Crosby somehow got there). Actually, anything over 89 is pretty damn rare.
Yeesh, that's some crazy variation. I kind of prefer the potential system in NHL 12.
