Perhaps, ownership sees that the AL East is not what it used to be. They are all good teams, or have the potential to be good, but there is no longer a super dominant team. This is a window that the Jays have to make some noise, and the owners decided to make their move.
They haven't scrapped it. They retained all their top prospects despite the moves which is the most prudent thing to do.
