All of those teams could trade players for prospects or picks to free up salary as well, but they will have a much harder time than a team like St Louis would if they decided to go after any of these players.
The Penguins have moves they can make. Trading Paul Martin and his 5 million dollar cap hit. Letting Tyler Kennedy walk away and another 2 million gone. Maybe Orpik gets traded too but i doubt that happens.
