Uhhh, I may be mistaken here, but I'm pretty sure that the proposal was that they would go down to 50% of HRR immediately, whatever that may amount to, and then the year
, they wouldn't be able to receive a dollar amount less than the year prior. This is just what I gleaned from Bob McKenzie. Do you have a link saying otherwise?
