2005 Draft (to be held in Ottawa) was postponed since there was no CBA. There needs to be a CBA in place since it also determines eligibility rules. One big chance in the last CBA was an update on eligibility for European players. Pre-2005, you had to draft a European player to bring him into the NHL. So you got older guys like Mark Streit, Lubomir Visnovsky, etc who were taken in their mid-late 20s. In 2004, guys like Johan Franzen (24) were still drafted. But in the new CBA, they would have been free agents and not eligible for the 2005 Draft. The other change was that the Draft was reduced from nine rounds to seven.

The last CBA was signed on July 21st, roughly a month after the Draft would have normally taken place. The league hastily put together the 30 team lottery for the Draft which was rescheduled for July 30-31. I forget why exactly, but they couldn't proceed with having the Draft in Ottawa's arena and instead had it inside an Ottawa area hotel with no fans in attendance. The league awarded the 2008 Draft to Ottawa as a result.

Doesn't sound like there's any amendments to the draft process being planned, but the Draft would seemingly be contingent on a ratified CBA.
