There are plenty of decent goaltenders moving around the league outside of the elite top end. A status which Bernier/Schneider/Harding or any other backup do not qualify for, it's debatable they qualify as "proven".
There is also a ton of risk in picking up sheltered backup goaltenders from elite and/or defensive obsessed teams as well. No team wants to overpay based on unfounded hype and end up with the next Toskala, Cloutier, or Raycroft - a real risk with any tender who hasn't been relied upon as a number 1.
I think goalies are just hard to price.
Since when has a goalie been traded for top end talent.
So much of what a goalie does depends on systems and defensive play that you can't even trade for a top end goalie and expect the same performance out of him post-trade.
