You want that stud QB at the top of the draft because it raises the value of the pick. If you have the #1 and Jarvis Jones is the top player, the top pick has little trade value unless someone really loves Jarvis Jones. If Andrew Luck is the #1 pick people will give you 3 1sts for your pick even if you aren't going to take a QB (see St. Louis last year with Bradford as their QB of the future).
