Clear Care is peroxide (H2O2 with a little salt) . Ions from the platinum on the disc combine with one of the O2 molecules and causes it to release, that's what the 'bubbles' are. So the ions get 'used up' in the conversion process and eventually the are not enough left to neutralize the peroxide.
