I think its just an issue of nobody, neither the PA nor a big group of owners, caring for it. If so, why expect it to be included?
The last time around we went from a uncapped environment to a capped environment, and there were many contracts out there that just didn't make sense under the cap. Hence a relativetly big number of players were bought out.
This time around, I think the numbers of players that would be bought up would be much fewer and the owners exercising the rights even fewer than that (I would imagine Philly would buy out a couple of players).
We have Redden, but not many other clubs have a contract like that...
