This is not accurate.
The Leafs along with 5 other teams would have a 6% chance at #1 overall. Columbus would have the best odds with 10%, since they own LA and NYR 1st rounder as well.
Toronto could potentially draft 1st overall, or 30th overall depending on the lottery. Also, the 2nd round would snake back around (like it did in 2005), so using your example, if the Leafs drafted 4th overall, they would again draft at 57 (2nd round). Unless, New Jersey decides to forfeit that first overall pick this year.....then it would be 56.
This is assuming the leagues goes with a similar strategy as the last lockout.
