Just use a proxy, its not rocket science. Or if you know someone there use them as a proxy using putty as a example.

to help you out a bit...lots of proxy server lists out there, find a Czech proxy, set it up (2min work) and voila you have a Czech IP and are accessing everything from Czech soil so no more black outs.
