No doubt a good reason the NHL wants to limit transition to 1 year. They probably don't want all those contracts being renegotiated with a second year at an artificially inflated upper limit.

Also a good reason they likely want to avoid any type to amnesty buyout, with that much money coming free they don't need them. I know my first thought was why decline amnesty when it's owners discretion to use it, but in reality most of the lower revenue teams wouldn't want to afford it anyway, so agreeing to such a clause would essentially be giving the higher revenue teams one more potential leg up.
