Nope. Since the MHL is owned by the KHL(AFAIK), they aren't concerned about retaining their junior aged players, so no such agreement exists. Only reason that exists in NHL-CHL is since the junior teams want to retain their stars, but for player development it would be so much better for a lot of these players to be playing in AHL at 19.
