No it's not, and no he didn't. (Owen Sound did not even make the final)
They have nearly identical statistics during the regular season in their CHL careers, but Brossoit has a much better winning percentage.

Outside of four good games in the memorial cup Binnington has struggled in post season play, whereas Brossoit has flourished.

Laurent Brossoit
22 Games Played
16 Wins
6 Losses
2 Shutouts
0.928 SV%
2.18 GAA
Playoff MVP

Jordan Binnington
9 Games Played
4 Wins
4 Losses
0.888 SV%
3.66 GAA

Brossoit has led his team to a league championship, Binnington has not.

If you want to look at international experience, Brossoit takes the edge as well playing in the U17's, and this past summer against the Russians. Binnington has zero international experience.

If you want to compare SSS results, Brossoit takes the edge as well.

Laurent Brossoit
40 Saves
3 Goals Against
0.930 SV%

Jordan Binnington
16 Saves
2 Goals Against
0.888 SV%

If you want to compare results in selection camp, Brossoit wins again.

The only edge Binnington has is that he has had a better start to this season. I guess that is what they based there decision off of... I also think it helps that both Steve Spott and Ron Tugnutt are based out of the OHL region.
