I'm guessing they're old laws that have been forgotten and have not been enforced since. There are some that have been repealed, so they have come up. New Jersey:
It is illegal to wear a bullet-proof vest while committing a murder.
Does that mean that committing murder without the bullet proof vest is legal?

It is legal to shoot an Indian on horseback, provided you are in a covered wagon.
