I don't get it... He's Canadian. In fact the name itself and how it is spelled is exclusively Canadian.
Rene Houallet moved to Quebec City in 1663 and is the ancestor of all Ouellet/Ouellette/Willet's in North America.
If there are any Ouellet/Ouellette's in France or anywhere else in the world is because they moved there. Hence why Xavier Ouellet's dad lived in France and why I believe Xavier was born there. (could be wrong on that last part)
