Because pro hockey has become a bidding war. 99% of the players will go to the team which offers them the most money with a small divergence for playing for an exceptionally well managed team or a team with an excellent shot at a championship, and in those cases the team will probably be asked to at least come close to matching the highest offer, or the player will take less but only for a couple years because the other conditions are so amazing. For the most part,teams that don't make the exceptional offers are doomed to not keep their stars and not be competitive.
