I may be reading too much into this, but are you suggesting Fox News never proposes xenophobic practices or makes racist comments in the same way that Don Cherry does? Is Fox News not the most popular news network in the US?
Just because Don Cherry is popular and makes controversial statements, it doesn't mean most Canadians agree with him.
