At what annual date or point in the season does the player need to remain 23 in order to be exempt?

And while we're on the subject, why is it that a player who has not yet played 200 games should suddenly become fair game, just because they turned 24? In other words, what problem are we trying to solve with this portion of the rule? I ask because it will be another fact-checking task every season, therefore it's a pain to administrate. Let's make sure that the problem being solved is bigger than the one it will create.
