The NHL will generally fight like hell to keep teams in cities unless it's absolutely an economic impossibility of keeping them there (like Quebec and Winnipeg originally or Atlanta more recently).

The NHL is only fighting for Phx because of the tax money involved IMO. Atlanta was much more important although that was special.
