All the announcers seem to be ignoring the fact that the ATP is separate from the ITF and the decision of the former to actually enforce time violations has no bearing on the latter. Somewhat surprising considering they publicly announced before the tournament that they had instructed umpires to be more lenient with time violations than they had been. Probably for the better in some regard. The ITF rules allow less time between points (20 vs. 25 seconds) and even with 25 seconds there were some situations in which a player couldn't help but get a violation (e.g. if he had broken a string). It would have been so much worse with just 20 seconds allowed.
