I think this is the simplest rule. Creating a max. offer for each tier of OVs is too difficult to police, and also poses a significant disadvantage to teams with a ton of cap space.

If people have to sign UFAs to a 2-year minimum, it should bring a bit of realism to the process. Most UFA signings are multi-year deals, after all, particularly for any decent player (Semin being one notably exception that comes to mind).
