He couldn't waive Kotalik at that time as he would still count against the cap until he could be sent down to the AHL when the season starts.

Even though a team is allowed to go over the cap by 10% during the off-season, they still wouldn't have had enough room to make the signing they wanted with the roster before the trade.

In hindsight, no it's not a good deal, but Buffalo hasn't made out like a bandit either. It looks like the most valuable piece in the trade was a 2nd rounder.
