NHL has no restrictions on goalies. Go through this board to find out what is expected to be the weakest spot on the canadian national team.

The KHL quickly becomes the league with the big money where a lot of managers buy themselves a shiny foreign goalie without properly assesing his talents. If they fail as a team it's their problem, but if they hurt the development of young russian oaltenders with it it's not. Therefore it's a good rule. It forces teams to develop own goaltender prospects. It doesn't forbid them to sign a foreign starter if they want to anyway.
