Out of these, I doubt Colorado would want Luongo not only due to Varlamov, but also because they have tons of up and coming players; having that salary stick around for a long time would be very bad. Ditto with NYI, who also has lots of promising G prospects. They aren't in a win now mode, either. Tampa has tons of bulky contracts tied to underperforming and/or ageing player so they would have lots of difficulty accommodating Luongo's deal.
That leaves Washington, Winnipeg and Chicago as the likelier destinations. Caps have to a certain extent the same problems as the Bolts, although the deals are on better players (I honestly don't see legit upside on Holtby/Neuvirth tho and that's why Washington could be interested). Winnipeg has way too many holes in their roster to be a solid playoff team even with Luongo; unless Chevy decides to go all in they won't even consider Luongo.
And then there's Chicago. They could accommodate Luongo now by dumping Crawford and would fit under the cap later if they got rid of Oduya and Olesz (very likely amnesty buyout targets). They don't have anyone who might ask for a raise until 2015-16, either with the possible exception of Leddy and Bolland - but then again, he could be the guy going the other way.
