By 19 year old season, I meant they'd play another year in the CHL (the third CHL season for most draft picks), and then they'd go to the AHL one year early.

EDIT: The way it is now, most CHLers play two years post draft before going to AHL unless they have a late birth date between September and December.
More of just replying to the general idea of changing the CHL-NHL agreement. But I did misread your post.
