Voting was done in the normal 1st-2nd-3rd voting method, but due to weighted voting actual votes were not released. The points work for 18 voters, or 3 voters per city, at 5 points each for 1st. The actual voters in a single city could be in the 20+ range, so a single 1st place vote in that city could be worth less than half a point.

And to clarify (though it shouldn't be surprising), Montreal is the city that would have 20+ voters, while Chicago would only have a few.
