To clarify, voting during this era allowed for three votes for each of the six NHL cities.

Not sure if there was an actual writers or media association but each cities accredited media would vote locally, then the local voting would be proportioned down to three votes which would be reflected in the final voting.

Effectively it was harder to get a unanimous consensus from the large media centers than it was from the small media centers.
