San Jose-Edmonton isn't a fair comparison. San Jose is declining while Edmonton is rising. Ottawa and Toronto are both in a rebuild right now. And Ottawa's better core gives them a huge advantage in building towards the future, considering they will be the role players. Hence the term "core"
