Snipers aren't as important as centres. Who were the elite snipers on LA and Boston when they won the Cup? All teams that win the Cup have good centres, but not all have elite snipers.

Not to mention even among the elite snipers in the league. Kessel has never cracked 40 goals, let alone 50. Kessel is scared of physical play, whereas guys like Gaborik/Heatley/etc will at least take a hit. Kessel is bad defensively whereas a guy like Gaborik is at least decent, etc.

Then there's the argument that either Kessel won't want to stay in Toronto (never made playoffs, criticized by intense media all the time, Burke is gone, etc) so we don't want to lose him for nothing. Or the alternative that he does resign, but that it's very likely he'll be getting signed at north of 7M, which IMO is far too much for a one-dimensional guy who's scared of being checked.
