I'm not even sure I buy this. I guess in "NFL History" it's possible in the context that today QBs typically have stronger arms and can throw the ball farther. Still, if you look at "recent" NFL, here are some other strong-armed QBs:

Joe Flacco
Jay Cutler
Matt Stafford (stop with the side-arm you pansy)
Brett Favre
Jeff George
JaMarcus Russell

That's just a small sample-set, but goes to show you that "strong arm" doesn't necessarily warrant a $20M per year contract. Those last two were added to show it isn't even enough in some cases to make you an NFL QB period.

I do agree, though, that he is in that "2nd tier" of QBs right now, with Matt Ryan, Tony Romo (yes), Philip Rivers (before he went lame the last 2 seasons), Ben Rothelisberger, and even Jay Cutler (IMO, but his numbers don't show this yet).

IMO there's only 4 QBs today that belong in that Top $20M tier:

Tom Brady
Peyton Manning
Drew Brees
Aaron Rodgers
