I do believe that even 4th line centers have to chip in with some offense and we just don't see that from Chubarov.
i remember chubby potted two in a game right after he was sat earlier in the season, while it's not the norm, i think he deserve to be evaluated if he can play for a second line with "relative" better wingers(king, fedor, linden or cooke)

and let the sedins play their cycles as a third line unit, where they are successful at keeping opposition in their own end, despite lack of scoring
