I don't think they owe him anything. If he plays like crap, he doesn't play. If he plays well, sure keep him in there.
But it's not like playing him more often is going to magically fix the biggest problem with his game, his injured leg. The team is in the business of winning games, not wishing upon shooting stars. Whitney will never be the player he once was, but he can be a useful #5/6. If he plays well, you play him. If he doesn't, you don't. Pretty simple.
Supposedly he's healthy and pain free, so your assessment that it's a permanent problem that is impossible to fix or adapt to is a bit premature, and one that the organization clearly isn't following.
