As a d-man Weber is in the early parts of his prime and will be a Norris contender for many years to come. He will probably win a at least one.
Ovechkin has clearly left his prime. This is obvious both from his play and from the trend for goal scorers in general. Ovechkin has both a higher cap hit and a back-loaded contract.
Carlson and Alzner are both good, but it is too early to tell exactly how high they will peak.
If Weber wants out of Nashville then maybe, but Washington would have to go with Ovechkin + Carlson or Alzner + picks.
