I don't think anybody is questioning that he's getting paid something. And while this year may count against his ELC, there is still a vast difference between his AHL pay and his NHL pay. The issue seems to be which team he belongs to. Capgeek says he's a non roster player in ANA. He is not on the 23 man roster and therefore doesn't count against the cap. Yet it is reported that he isn't on the AHL roster either. So the question still exists, how can he be on nobody's roster? Since we know he is not counting against the NHL roster the question becomes, could he be violating any league rules by continuing to stay, practice, and travel with the big club although not counting against the roster or cap limits.

He could not be on IR in ANA without counting against the 23 man roster. Perhaps when Rakell gets sent back HL could be added to IR if he is close to actually playing in ANA.
