Bugel was the only coach during Brown's tenure to have a losing record overall. Shell was decent and Gruden was quite good. Other than Callahan's last season and the Bugal debacle, Raiders never finished worse than a game below .500 .

Raiders were a decent team during that time (Bugel season exempt). It was after Gruden that things fell apart.

Brown had more seasons with Gannon (5) than any other QB in his career.

Yet still vastly outperformed Brown. Brown strung together a long career of being good, but was never great. Never an All-Pro, only two seasons with double-digit TDs, and only once ranked among the lead leaders in any relevent measure (lead the league in catches once).

I just don't see the case for putting him ahead of Moss and Owens, who are multiple All-Pros each, own a gaggle of records and consistently performed as the best at their position for the majority of their careers.
